Experimental Physics and Industrial Control System

I have just committed a significant number of changes to the R3.14 branch (and 
will copy to the main trunk shortly) which I believe fixes the issues with 
running IOCs on 64-bit platforms.  This patch might not be completely 
transparent to some external code, and I also recommend that anyone with a 
checked out copy of Base should do a 'make clean' or 'make rebuild' after 
updating to this version.

Windows users please note that the new Perl5 interface to CA has to my 
knowledge not yet been built on Windows, and may cause problems on that 
architecture.  Fixes welcome...
