Launchpad lp:epics-base redirected

The bazaar path lp:epics-base now points to the new branch
   lp:~epics-core/epics-base/3.15
which was the 3.14.12 release with my deprecations branch merged.

Please ensure that all significant code merges have been properly reviewed 
before committing them to the new branch.
