[Bug 1863075] [NEW] Possible null pointer dereferening in shared function in modules/libcom/src/osi/os/WIN32/osdThread.c

Public bug reported:

If the  epicsThreadIsSuspended ( epicsThreadId id ) function in
modules/libcom/src/osi/os/WIN32/osdThread.c is called with epicsThreadId
== NULL the NULL pointer will be dereferenced, presumably causing a
crash.
