[Bug 1863118] [NEW] Possible null pointer dereferencing in modules/libcom/src/osi/os/WIN32/osdThread.c

In the epicsWin32ThreadEntry ( LPVOID lpParameter ) function in
modules/libcom/src/osi/os/WIN32/osdThread.c the call to
fetchWin32ThreadGlobal can fail. If it does the pointer will be
dereferenced at the very end of the function (outside the null check).
