The link to the pvload facility in the IOC Soft Support list page at
http://www.aps.anl.gov/epics/modules/soft.php points to a file
ftp://ftp.keck.hawaii.edu/pub/wlupton/pvload-2-12.tar.gz which is in a
different directory to the one you were looking in.  If that version isn't
the one you're looking for, you could still check the same ftp directory
/pub/wlupton.
