I meant to reply to tech-talk in March when this first came up but found
that I didn't and didn't bother afterwards. Our alarm handler setup looks
like this:

we don't use the alarm handler screen at all, it is on a monitor in a
corner
that hardly anybody ever looks at. We here decided on using email for alarm
notification, it was talked about pager software at some point, but decided
against it. One way or the other we needed a solution that works remotely
as there is nobody at the telescope about half the time.
Of course you don't have to send email in your setup, but you can put in
any command. If you can find any kind of alarm box that does whatever you
want it to do you can command it via the alarm handler - and ignore the
alarm handler's own user interface as well as whether your alarm box can
be driven by VME bit outputs.
