I would suggest asking the manufacturer of the power meter how the meter behaves when a client disconnects suddenly. I've seen a problem like this in the past with a piezo controller that would only connect to an EPICS IOC once for each power-cycle. The solution was a firmware upgrade that sent TCP keepalive packets and terminated the connection after a TCP keepalive timeout.
