pvStr0 == pvStr1 is not comparing two string-like PVs.
It's comparing two strings, where the strings are the result
of calling
pvStr0 = PVUtil.getString(pvs[0]).
The PVs could actually be numeric, and pvStr0 would then be
that value as a string.
