Hi Merrill—
Are both of your IOCs running on the same computer, and are you using that server’s IP address to specify the CA address list for your Phoebus configuration?
I suspect the problem may be your channel access network configuration. See https://docs.epics-controls.org/en/latest/sys-admin/configure-ca.html for "Multiple IOCs on
the same computer”.
The simplest solution is to specify a broadcast address instead. I believe the relevant phoebus preference is "org.phoebus.pv.ca/addr_list"
