I was thinking of an EISA IOC, and even the total loss of all existing
device and driver support would probably be tolerable. Record support
would port more easily, I'd guess?

Yeah, and there'd be development-license worries as well, I imagine.
But I'm encouraged that no one seems actually to have barfed on this
topic as yet.
