I just looked up an HTML3.0 standards document. No mentation is
made of 'frames' so I assume frames are a Netscape extension.

You got it! This indexing system can do it, it doesn't care
where the documents are. However, if the documents don't reside
on www.aps.anl.gov the owners of the documents will have the
responsibility of making sure that their links work and promptly
informing the maintainer of this index of any changes. Is this
easier or harder than sending copies of documents to APS who
then takes the responsiblity for link maintenance?
