SNL delay() function gives wrong delay |

We have been running our IOC at 200Hz
and the sequence program delays were all
shortened. (I'm running SNL V1.9.2).
It appears that the SNL built-in function delay() is
rather crude and assumes that the CPU clock rate
is 60Hz - it calculates the number of ticks to wait by simply
multiplying seconds by 60, instead of sysClkRateGet().
