allen-bradley SET_MODE falied

I'm getting the eror message:
   abDrv: SET_MODE failed link 0
when I run abAutoConfig(0) before iocInit()
rather than executing 

abConfigScanListAscii(0,"/bin/drrfConfig.ab",1)

where drrfConfig.ab has the following:

1 0 Full


The setup is 1746-A7 (7-slot allen-bradley crate)
I've got an SLC 5/05 (model No. 17747-L553) cpu in 
slot 0 and a 1747-DCM in slot 5 (8-word table). 
The VXI crate has a niCpu030 and a 
6008-SV1R Allen-Bradley Scanner. I am loading a database
 but no records. When I do load a database with a 
DCM record or a SLCDCM device support the adapter
the AB driver thinks that the scanner OFFLINE, and
I do not get this SET_MODE error. 

The SET_MODE error is issued from drvAb  link_init()
routine when an attempt fails to put the scanner
into run mode.
