Software Configuration Management document

A revised, updated and expanded version of the old Building and
Source/Release Control document is now available and listed on the APS
EPICS Documentation web page.  This covers the applications structure for
3.13.1 and the forthcoming 3.13.2 release.  The new title "Software
Configuration Management for EPICS Base and IOC Applications" reflects the
introduction of sections describing the procedures used here at APS for
managing IOC Application versions in an operational environment using CVS.

The document now comprises several linked HTML files, the title page/table
of contents being at the URL below.  The URL of the early draft version
that some people have been given no longer works.
