If you look at the new APS epics page, you will see that a serious effort is
being made to have better support for "unbundled" products.
The goal is to minimize what is in epics base. This provides benefits for epics
base itself and for the unbundled products.
It makes it much easier to manage epics base.
It allows each unbundled products to evolve at its own rate rather than waiting
for new releases of base.
Thus for the pid record I think the following should be done.
For the 3.13 releases just leave the existing pid record unmodified.
For the 3.14 releases remove the pid record completely. Pid users will take it
from the unbundled support.
