Looks like you are on the right track.
Try this, instead:
   dbLoadRecords "dbExample1.db", "user=HORST"
                                   ^^^^^
This tells the macro expander in dbLoadRecords
which macro parameter gets the value "HORST".
If your database has more than one macro, then the
syntax could be, for example:
  dbLoadRecords 
"ipDevApp/Db/serial_OI_block.db","P=iad:,N=:b6,C=0,IPSLOT=b,CHAN=6", "/db/dir"
where P, N, C, IPSLOT, and CHAN are used in the
ipDevApp/Db/serial_OI_block.db file as variable
parameters to be defined at the time dbLoadRecords
is called.  The last parameter, "/db/dir", is an
optional reference to a directory which contains the path
to the database file.  In this case, the file is
located at full path
   "/db/dir/ipDevApp/Db/serial_OI_block.db"
