I have no idea if this is your problem.  But I had an identical problem 
to yours on my mvme2400 boards.  I had to edit the file

sysDec21x40End.c

The line I had was this:

static char decParamTemplate[] = "0x%x:0x%x:0x%x:0x%x:-1:-1:-1:0:0x%x";

I changed it to this:

static char decParamTemplate[] = "0x%x:0x%x:0x%x:0x%x:-1:-1:-1:0:0x%x:8";

And all of my problems went away.  You can easily test this by changing 
the line and rebuilding vxWorks. But remember, that the first pause will 
not go away until you make the bootrom and put it into the flash memory.
