I believe that was the original design spec for the Access Security 
implementation.  I'm not aware of anything having been released any later, 
but that doesn't mean that the current design exactly matches the original 
document any more.

There is a link to that document on the Documentation/Channel Access page 
at http://www.aps.anl.gov/epics/docs/ca.php - it's the .PS icon for the 
first document linked.

There is also some information about Access Security in the IOC 
Application Developer's Guide, although it may not cover quite the same 
areas - I haven't compared the two myself.
