Have a look at the autoSaveRestore package from APS. It doesn't work in the
way you describe though, but should be able to do what you want.
You specify "autoRestore" files in your startup script containing lists of
PV names and values. These files are then read during iocInit and the
corresponding values set. It can handle arrays. The files are normally
created by the autoSave mechanism but, for special cases such as yours, can
also be created manually.
The package is used quite widely here at SLS.
