The devSymb support is available for 3.14, although it will only work on 
vxWorks.  There's a link to the documentation on the EPICS website under 
Modules -> APS Modules ->  vxWorks Global Symbol Device Support and the 
code can be found on the Download -> Modules page as VxWorks Symbol support.
