The sequencer has a plug-in architecture for PV connections, 
conceptually very similar to EDM's PV plug-ins if you're familiar with 
that.  The PVTKL variable (which should actually be spelled PVKTL) 
controls whether to build the Kettle interface plug-in that the W.M. 
Keck Telescopes (still/used to?) use in their control system.  PVFILE is 
for a demonstration plug-in that William Lupton created that 
communicates over a file system; I know nothing more about it than that.
