I assume you are looking for Exceed so that you can use MEDM on Windows.
Exceed is a commercial X server software for Windows. MEDM for
Windows is compiled against Exceed, therefore, you "need" Exceed,
although apparently X-win32 and ReflectionX actually works just fine.
I have heard of people using X-win32. As far as I know, ReflectionX
works, according to a page from Princeton Plasma Physics Lab:

Exceed is "required", because MEDM requires Motif library, and Exceed
is one of X servers for Windows that comes with Motif library.
Due to the license restriction on OpenMotif, there is no free X server
for Windows that can run MEDM out there (on the other hand, it is
perfectly legal to run MEDM on Linux).
Apparently, MEDM only need is Motif library, as I have run MEDM with
Xming on a Windows XP machine that happened to have Exceed installed
without any issues (I was playing around once upon a time).
I don't know the price difference between Exceed vs X-win32 vs
ReflectionX, but according to Ken Evans at APS/ANL, the only one he
guarantees to work is Exceed (although he told me that others have
been using different X servers on Windows without any issues, provided
that their X server of choice come with Motif library).
On the other hand, if you are simply using Windows as a remote X
display, then, as Geoff suggests, all you need is any X server.
Cygwin is a bit bulky and cranky, but it works (I prefer Xming any
day, however).
