It is very simple. Set two environment variables 
EPICS_IOC_LOG_FILE_NAME=/path/to/logfilename and 
EPICS_IOC_LOG_PORT=portnumber and then start iocLogServer (from epics 
base). I have attached a small shell script I use to start the log servers 
on my local machine.
