NTPTimeSync timeout messages on VxWorks with EPICS 3.14.10

I upgraded two VME IOCs to EPICS 3.14.10 and now am getting console
messages like the following:

  NTPTimeSync: NTP requests failing - S_sntpcLib_TIMEOUT
  NTPTimeSync: Sync recovered.

These messages seem to appear approximately every 5-10 minutes.

What's causing this?

Here's what NTPTime_Report says if it's helpful:

ioc1> NTPTime_Report 1
NTP driver is synchronized with server
Syncronization interval = 60.0 seconds
Last synchronized at 2009-04-17 16:38:03.383080
OS tick rate = 60 Hz (nominal)
Measured tick rate = 60.000 Hz
NTP Server = 164.54.200.10

The other IOC has a similar report:

  - CPU: MPC 750
  - Memory: 512 MB
* OS: VxWorks 5.4.2
* Kernel: WIND 2.5
* BSP: mv5100-asd9
* Build toolchain: Tornado 2.0.2
* EPICS 3.14.10 (+ Known Problems patches)
* synApps 5.4.1
