Hi Keiko,
UP and DOWN refer to the direction that the alarm severity (0 to 3) of the PV or group is changing. NO_ALARM (0) is the lowest and INVALID_ALARM (3) the highest. So DOWN_MAJOR will only activate the command when the severity changes from INVALID to MAJOR. UP_MAJOR only activates the command when the change is from NO_ALARM to MAJOR or MINOR to MAJOR.
