I probably misunderstood what J. Lewis wanted to say.

I agree with Dirk's position, the *MustCreate functions should be restricted
to startup code. The only correct applications of assert are in
epicsMutexMustWait and epicsMutexMustLock.

I like Micheal's idea of issuing a global variable to indicate that
initialization is done and *MustSucceed and *MustCreate should not be called
any longer.
