Not to discourage reading the documentation thourougly but... The biggest hold back to starting the make on epics base is defining the environment EPICS_HOST_ARCH. For your system, this will either be linux-x86 or linux-x86_64. If you are looking to just take a test drive and run a softIOC on Linux then this is sufficient. If not, you will need to configure your target environment, see the second link from Marcio below for supported platforms & compilers. Once you have base built, Section 2 of the App Developer Guide will get you through setting up an IOC. I would suggest getting the example up and running as a start. Once this is up and running you will probably need some tools to "see" your IOC. For this, look at Michael's section on EDM or take a look at CSS (http://sourceforge.net/apps/trac/cs-studio/wiki).
