Any setting you can put into the base/configure/CONFIG_SITE file you can also 
add to a base/configure/os/CONFIG_SITE.<xxx>.<yyy> file, so you can set the 
STATIC_BUILD=YES and SHARED_LIBRARIES=NO variables in an appropriate 
CONFIG_SITE.Common.<arch> file for your target arch (create it if it doesn't 
already exist).
