Mailing list archive work

My apologies to tech-talk readers using RSS, I have been doing some work 
on the list archiving scripts which may have resulted in a number of 
strange entries in the rss.xml file. Everything should have calmed down 
by now. I've also fixed access to the index web page, which was 
generating 500 errors.
