The top page of the BESSY II script collection http://www-csr.bessy.de/control/bii_scripts/html/CONTENTS.html has links for cloning the whole package using Darcs or Mercurial.I don't know if the Perl libraries have separate download links. Maybe you should contact Götz Pfeiffer (main author) directly.
