The basic idea of running *.opi displays as "views" so that they can be saved/restored with perspectives is in the 4.2 version. The additional support for saving perspectives as individual files with preferences to load all such perspectives as described on https://github.com/ControlSystemStudio/cs-studio/wiki/CS-Studio-Perspectives is implemented in the org.csstudio.perspectives plugin which was created ~end of Feb. 2016. It's included in CS-Studio versions that have since then been built from the 'master' branch. It might not be in builds off the 4.2 branch or in your site-specific product if you haven't updated that with the latest from master since ~Feb. 2016.
