At the SNS we have also seen this zero-length PV name message in the CA gateway log.
I've updated the vtype.pv layer in CSS to catch empty PV names.
Then I found that the EPICS PV Tree tool would indeed request empty PV names when you enter such an empty name, so that's now also been fixed.
There might be more tools in CSS that ended up requesting empty PVs, and since that was so far just passed on, we didn't notice.
