You're not missing anything - this is just a matter of different interpretation.

and in my interpretation, assuming "--noautorestart", after the child has finished, sending ^Q is indeed the way to tell procServ to exit..

After you re-formulated the question I do understand what you were asking, and - true - this functionality was never required or foreseen and has not been implemented. I don't agree with Michael's classification, but it could definitely be added with reasonable effort.
