it's seems to be down from time to time. Until it's back you can get it
from the debianized version on github e.g. epicsdeb:
https://github.com/epicsdeb
The version on epicsdeb is outdated. I have a newer one imported in my fork:
https://github.com/chrschroeder/edm

You will find it on the upstream branch or you can generate the tarball
with the pristine-tar command:
pristine-tar checkout edm_1.12.105B.orig.tar.gz
