Trying to upgrade from 3.13.8 to 3.15.6 I got stuck so many times that the upgrade eventually fell by the wayside (at least for now - ahem, the past year or so) - we are STILL running 3.13.8. (It doesn't help that since that upgrade to 3.13.8 the available effort shrunk from about 7 people to about 2 1/2)
