Michael:

APS has SNL support for the Keithley 428-PROG with GPIB connection. 
Don't know how this compares with the support described on the EPICS 
modules page.  We've used this for ~20 years.

The support is in a private repo and we have shared the code with you by 
direct message. It's not yet in synApps so we'll plan to migrate that 
(and possibly some other support) into https://github.com/epics-modules 
either into the *ip* module or a new *unicat* module.
