Put it into a settings.ini file, then mention that on the command line as
phoebus[.bat, .sh, ...] -settings /path/to/my/settings.ini
In a control room, operators should of course not have to type that every time, so you create script like /usr/local/bin/css that basically includes
#!/bin/bash
phoebus.sh -settings /path/to/my/control_room_settings.ini "$@"
If you create a site-specific product, you can also bake your site-specific settings into that product.
