The package “pyarchappl” (https://pypi.org/project/pyarchappl/) supports what you wanted. A CLI tool “pyarchappl-get” is worth to check out, “-h” shows all the options, see the section for timestamps.

I am trying the py-epicsarchiver, and found that it uses the UTC time by default for data retrieving?

Is there a way that I can use local time?
