It took 2+ years to get a public-facing secure server with SVN installed and configured. My management are now convinced about the use of SVN+Trac for projects here at APS, and they are happy to make the infrastructure available for use by the EPICS community. Subversion is now mature technology, is available on all our platforms and works well as a centralized VCS.
Bazaar is being developed and used by the Ubuntu Linux project (Mark Shuttleworth writes about it occasionally in his Blog), and while there may be questions about its current requirements, this shouldn't be a problem for long. If future development on it does stop for some reason, we won't have to take any emergency action since we still have the SVN base to fall back on.
