3.14.12 Feature Freeze

If any core developers are still working on new features they want to get into 
the 3.14.12 release, you need to commit your changes to the Bazaar 3.14 branch 
in the next 2 hours.  We will be tagging the 3.14.12-pre1 release version at 
2pm Chicago time, after which time we're only supposed to make bug fixes.
