Certainly rsrv does have dependencies on access security,
libCom, dbEvent.h, db_access.h, dbAccess.h - maybe others. So it
does appear that it get complicated if we don't initially place rsrv
where it can get built after its dependencies.
BTW, in the future this gets solved by placing only the cas db
service in the IOC subdirectory.

With sufficient thrust, pigs fly just fine. However, this is
