I think we have now fixed those particular sources of parallel build problem, please try again with the latest 3.15 branch.
By the way, the dbdExpand.pl script now detects missing include files and suggests a build dependency rule for a Makefile that should fix some parallel build problems. This technique could be introduced to the other dbd*.pl scripts if it proves useful, although I don't think they are likely to be as prone to the problem.
