give a pretty good start. Following those instructions you can build an IOC with PVA enabled (with qsrv, to be more precise.)
The image demo (iocimagedemo in pva2pva module), especially loading image.db gives IMO a pretty good idea how to start building IOCs with PVA usage (I prefer to use "PVA" than "V4" in this context.)
A more consistent documentation is TBD (maybe WIP) as far as I can tell.
There is a lot of material available about PVA development but that should be integrated into the EPICS 7 context, to have it all in one place.

I am working on the developerGuide to bring it up to date for EPICS 7.

Oh, indeed I could use the App Dev guide for EPICS 3.16.1
How about for the V4 part of EPICS 7?
I poked around in the modules area looking for some user oriented documentation.
Also, are you planning to have some support in <BASE>/templates to show off V4
usage?
Such as, "makeBaseV4"
