Note also that the document uses css that refers to the sourceforge
web site.
Thus when You read the document it is not properly formatted.
I did get to web site

I get the message

instructions you can build an IOC with PVA enabled
(with qsrv, to be more precise.)
The image demo (iocimagedemo in pva2pva
module), especially loading image.db gives IMO a
pretty good idea how to start building IOCs with
PVA usage (I prefer to use "PVA" than "V4" in this
context.)
A more consistent documentation is TBD (maybe
WIP) as far as I can tell.
There is a lot of material available about PVA
development but that should be integrated into the
EPICS 7 context, to have it all in one place.

I am working on the developerGuide to bring it up to
date for EPICS 7.
I am not quite done but will push an updated version by
next Monday.

about for the V4 part of EPICS 7?

poked around in the modules area looking
for some user oriented documentation.
Also,
are you planning to have some support in
<BASE>/templates to show off V4
usage?
Such
as, "makeBaseV4"
