Working on the 7.0.2 final release

I will be pushing documentation commits and tags to the 7.0 branch of
epics-base and to all the submodules later today. Please avoid pushing
commits to these repo branches until you hear that I've finished, or let
me know if you have any last-second changes that need to go in.
