add tech-talk and core-talk to gmane

In case you don't know what gmane is: it is a service that converts a
public mailing list to a news portal, so that one can access the mailing
list via NNTP. For instance, git at vger.kernel.org is mirrored on
news.gmane.io as gmane.comp.version-control.git .

I was going to request tech-talk and core-talk be added there as
gmane.comp.epics.user and gmane.comp.epics.devel, respectively. But the
site warns me that I should first ask the list maintainers if they
agree, hence this email.
