which appveyor config?

Hi folks,

I noticed two almost identical appveyor config files, .appveyor.yml and
.appveyor/epics-base-7.yml.

Can someone explain? When adding new builds, where to do it? Both?

(A colleagues added clang-cl, i.e. clang on Windows or Linux hosts for windows
targets, and now the question is how to run the tests?)
