No, the cRIO runs VxWorks and EPICS in the non-FPGA processor. For input the FPGA moves results from the cRIO modules to a place for run-time LabVIEW to fetch and make available via shared memory to the EPICS device support.
Now we're pretty much at the limit of what I know since I am not the implementor of this scheme. You might try googling 'fpga labview epics'.
