That is an old version of the sequencer. Its download page [1] very
clearly shows the version of base it works with, in this case 3.14.8
Maintainership of the sequencer module has moved. Please use a
recent version of the sequencer, available on its current home [2],
which will compile and work without problems with a recent version
of base. The EPICS web site [3] also points to the current home of
the sequencer.
