That's the command line for the Microsoft compiler (MSVC).

Your EPICS_HOST_ARCH seems to be configured for the wrong toolchain.

Do you have any particular reason to not follow the Windows instructions at

https://docs.epics-controls.org/en/latest/getting-started/installation-windows.html ?
